Oversized transport is among the most complex disciplines of road logistics. It involves the transport of cargo that exceeds legally established limits in terms of dimensions or weight. Such transport is always subject to:

  • strict legislative framework,
  • permitting process,
  • special equipment and technology,
  • detailed route planning,
  • often accompanied by escort and complex coordination with authorities.

The purpose of this glossary is to describe key concepts, processes, permits, and technical aspects that every client, carrier, and administrator of oversized transport in the Czech Republic and EU must know.

A

Cargo Analysis

What it is:

Detailed determination and documentation of all parameters of the transported item – length, width, height, weight, center of gravity, nature of cargo.

Why it is important:

  • Determines the selection of vehicle type and permit.
  • Affects route planning (clearance heights, bridge load capacity, road widths).
  • Essential for safe securing and distribution on the trailer.

Expert tip:

Precise cargo measurement including drawings and photographic documentation is now a mandatory attachment to the permit application in the IS NADR system (see section I).

Axle Weight

What it is:

Load distributed to a single axle or group of axles of a vehicle.

Legislative limits in the Czech Republic:

Why it is key:

Axle weights determine whether it is possible to travel the route at all without damaging infrastructure. For heavy cargo, pressure is distributed across multiple axles using special trailers (see Special Equipment).

D

Carrier / Transport Partner

What it is:

A specialized company that physically performs oversized transport.

What to watch for when selecting:

  • Own or contracted fleet of special equipment (low-bed trailers, modular transporters, telescopic trailers).
  • Experience with the permitting process, including knowledge of IS NADR.
  • References for transport of similar scope.
  • Provision of liability insurance and cargo insurance.
  • Complete service (permit provision, planning, escort, communication with authorities).

Escort Vehicle (Pilot Car)

What it is:

A specially marked and equipped vehicle accompanying oversized transport.

When it is mandatory:

  • Cargo width over 3.5 m (in the Czech Republic).
  • Length of combination over 30 m.
  • Height that threatens safe passage under bridges, power lines, etc.

Types of escort:

  • Civil escort (usually company, orange beacons, markings).
  • Police escort (for extreme parameters, road closures, opposite direction travel).

Technical equipment:

Beacons, “ESCORT VEHICLE” markings, height poles (for clearance height control), radio communication with driver.

G

General Agreement

What it is:

An agreement between the Ministry of Transport of the Czech Republic and road owners/administrators that allows repeated transport within established limits on selected roads without the need for individual approvals for each route.

Advantage:

Significantly accelerates the permitting process for standard oversized transport.

H

Heavy Haul Trucking / Shipping

What it is:

English designation for the transport segment focused on transporting extremely heavy and bulky cargo (reactors, construction machinery, bridge segments).

Interesting fact:

Special equipment is used (multi-axle modular transporters), transport often takes place at night and requires extensive coordination with police, utilities, and other infrastructure managers.

I

IS NADR

What it is:

Information system for submitting applications for oversized transport permits, operated by the Ministry of Transport of the Czech Republic.

Functions:

  • Electronic application submission (mandatory for legal entities).
  • Upload of all required documents.
  • Tracking application status and communication with authorities.
  • Generation of payment documents.

Advantage:

Speed, transparency, and digitalization of the entire permitting process.

J

Single Permit

What it is:

Permission for a specific transport on a precisely defined route and within a specified time window (usually 10 days).

Use:

For transport that does not meet the limits for repeated permits or leads outside the network with general agreement.

Fee:

Graduated according to weight and complexity of transport.

N

Oversized Load

What it is:

Transport where at least one of the following values is exceeded:

Attention:

Each exceedance means special use of the road.

Indivisible Cargo

What it is:

Cargo that cannot be divided without loss of function or disproportionate costs (turbines, construction machinery, military equipment).

Important rule:

A permit can only be issued for transport of indivisible cargo.

O

Repeated Permit

What it is:

Permission for repeated transport on a defined road network (usually 1 year validity, limits set by general agreement).

Suitable for:

Carriers with frequent transport of similar cargo.

Cargo Marking (Signs & Flags)

What it is:

The combination and cargo must be clearly marked:

  • “OVERSIZED LOAD” signs front and rear.
  • Warning beacons (orange).
  • Red and white striped panels on cargo corners.
  • Red flags on protruding parts.

International transport:

Equivalents are used (“OVERSIZE LOAD”, “CONVOI EXCEPTIONNEL”).

P

Route Planning

What it is:

The process of selecting an optimal and safe route for an oversized combination.

What is considered:

  • Bridge heights, road widths, curve radii, bridge load capacity.
  • Legal restrictions (entry bans, time windows, closures).
  • Costs for permits, escorts, tolls.
  • Safety aspects (rest areas, etc.).

Output:

Detailed itinerary for permit application.

Permitting Process

Steps for permits in the Czech Republic:

  1. Application submission in IS NADR
  2. Formal requirements check by authority
  3. Statements from road owners, Czech Police, and other affected parties
  4. Issuance of decision and establishment of specific conditions
  5. Payment of administrative fee
  6. Delivery of permit to applicant

Note:

In the case of superloads, the process can take several months due to structural assessments and necessary infrastructure interventions.

Route Survey

What it is:

Physical travel of the planned route, often mandatory for extreme dimensions.

What is checked:

  • Actual clearance heights, bridges, and power lines.
  • Passability of curves, roundabouts, intersections.
  • Obstacles such as traffic signs, branches, street furniture.

Output:

Report with proposal for necessary measures (e.g., sign removal, power line lifting).

S

Special Permit

What it is:

Document authorizing transport of oversized cargo under precisely established conditions.

Contains:

  • Identification of carrier and combination
  • Cargo and route parameters
  • Transport conditions (escort, speed, time windows)
  • Marking obligations

Important:

The driver must have the permit (and all attachments) with them during the entire transport.

Superload

What it is:

An imprecisely defined but commonly used term for transport significantly exceeding standard limits (weight over 90–100 t, width over 5–6 m, height over 5 m).

Requires:

Structural assessments of bridges, cooperation with police, utilities, often including infrastructure interventions (temporary sign and power line removal).

Permitting process:

Extremely lengthy (several months), expensive.

Special Use of Land Communication

What it is:

Any use of a road or highway other than normal use (including oversized transport) requires a permit.

Legal framework:

Act No. 13/1997 Coll., on Land Communications.
